DuPage Capital Improvement Program |

For several years, county officials sought passage of a capital program that
would widen major county roads, invest in flood-control measures, and make
improvements to the county’s campus infrastructure. In the fall of 2010, a
series of factors provided officials with the opportunity to complete a largescale
capital program at historically low interest rates.
There was substantial debate amongst the County Board and citizens
regarding whether or not it was the appropriate time to move forward with
the capital program. The Chamber worked with officials and noted the
importance of making long-term capital investments to critical infrastructure.
County officials scaled down the initial proposal and committed to reducing
future headcount, projected to save taxpayers $130 million over 30 years.
The DuPage County Board approved the $70 million capital program at a
3.2 percent interest rate.
