Recap: Transportation, Taxes, Debt, Fermi Lab and More Discussed At Congressional Briefing with Rep. Randy Hultgren

More than two dozen members joined the Chamber Friday, Feb. 24 for a Congressional Briefing with Congressman Randy Hultgren. During the morning program, Members had an opportunity to hear from Hultgren and ask questions on a variety of issues and topics.

“We relayed our thanks to Congressman Hultgren for his efforts to produce a long-term surface transportation bill on the Committee on Transportation & Infrastructure,” said John Schmitt, president & CEO. “Hultgren and his colleagues did admirable work in trying to chart a new and sustainable path for our critical roadways and bridges, however, with authorization ending in a month, we support the decision to move towards a short -term bill."

In addition to discussing the challenges in producing a long-term highway bill, Hultgren addressed the funding issues facing Fermi Lab, which has served as an economic and innovation engine for decades. Hultgren pledged his support to work with his colleagues in Illinois’ delegation to ensure that Fermi Lab continues to receive the funding necessary to continue its groundbreaking research.

There was healthy discussion about the chances of major tax reform occurring during this session of Congress, but Members were cautioned that reform must be done right and businesses need to pay close attention to the details. As an example, Hultgren noted the plan released by the Administration earlier in the week would push the tax rate on dividends to 44.8 percent. There was also sufficient discussion of the need to reform the regulatory environment, which is creating an uncertain business climate.

“Everyone agrees that tax reform would be a good thing. Over the past 10 years there have been some 5,000 changes to the tax code, but the key will be what are the overall marginal rates and what deductions are eliminated as an effort to broaden the base,” said Patrick Skarr, vice president of advocacy for the Chamber. “We don’t believe Congress has a choice between achieving fundamental tax reform and the walking back of an onerous regulatory environment, they both must occur and the sooner the better.”
